A push for change arose after the recent violence at East High School, where one student was shot and killed outside the school.
The network is hoping to halt DPS efforts to bring Grant and Kepner Beacon Miiddle Schools back under district control.
Murphy Robinson spoke exclusively to CBS News Colorado's Shaun Boyd about why DPS hired him.
DPS says the purpose of this new plan is to maximize the safety for students, staff and visitors.
Robinson looks to help DPS as it evaluates existing systems and develops an in-class climate and safety program.
The Students Demand Action group will use the funds "to pay for permits, for rallies and marches all throughout Colorado."
Safety Coordinator Dr. Jane Lineman told CBS the district trains staff regularly on how to manage threats and carry out action plans.
The district says it doesn't track the number of students on safety plans.
The move places two schools back under district control.
Staffers say relaxed rules allow dangerous kids to continue returning to school, even after multiple strikes or committing egregious crimes.
The session will begin at 4:30 p.m. Monday.
The charter school said it could not draw enough students to sustain its programming.
"It is hard for me to wrap my head around how these issues are still possible and things like this can still happen," Maggie Barton said.
The board is made up of nine regents who serve six-year terms.
Philanthropist Mackenzie Scott is donating to the network of schools, serving 2,600 students in grades Pre-K through 12th grade.
"Students should have a say at what happens to their school," Columbian Elementary School 4th grader Kaikoa Rasay told the board Monday.
The district twill prioritize shuttering five schools at the end of the school year, rather than the original 10.
In late October, DPS announced its plan to close nearly a dozen schools across the district, most of them elementary schools.
The district said the school has not met enrollment estimates, and will receive $820,000 less in funding than originally budgeted.
"It takes a minute and a half maximum to fill out," said Ryan Smith, a senior at Metropolitan State University in Denver.
The new agreement includes a starting salary of $50,130 and an additional district investment of $2.5 million dollars toward benefits.
