Lockport Approves Concept Plan For Assisted Living Senior Apartments

The community would be located north of 163rd Street and east of Gougar Road.

LOCKPORT, IL — At its Wednesday meeting, the Lockport City Council approved a concept plan for an assisted living senior apartment community located north of 163rd Street and east of Gougar Road.

The Council heard the proposal in June 2025 at its committee of the whole meeting for a senior apartment community called Heritage Woods.

According to Council documents, the concept plan should've been placed on the agenda for the July 16 meeting, but in an "inadvertent error" it was never placed on the consent or action agenda.

"This issue came to light while searching for the signed resolution, which was not in the City's files," Council documents state.

The development is proposed by Will County MC, LLC. The concept plan proposes a 99,500-square-foot, three-story building with 120 residential units. The property is 18.6 acres.

According to council documents, the apartments are for seniors 65 and older.
